Short study: “Anschlussperspektive Europa”

This brief study analyses the European AI funding landscape and shows how the AI Continent Action Plan, together with the Digital Europe and Horizon Europe programmes, systematically supports SMEs in adopting, testing and scaling up AI applications.

Artificial intelligence (AI) is a key driver of innovation and competitiveness for European businesses, particularly for small and medium-sized enterprises (SMEs). This brief study analyses the European AI funding landscape and demonstrates how SMEs are systematically supported in adopting, testing and scaling AI applications through the interplay of the AI Continent Action Plan and the Digital Europe and Horizon Europe programmes. The focus is on practical funding instruments such as European Digital Innovation Hubs, Testing and Experimentation Facilities and AI Factories, which interlock throughout the innovation cycle. The study identifies concrete opportunities for follow-up and provides recommendations on how SMEs can strategically utilise European funding structures to reduce innovation risks, build capabilities and position themselves sustainably within the European AI ecosystem.
